FORUM ON MIGRATION AND RIGHTS OF CITIZENS IN THE SUMMIT FOR THE FRIENDSHIP AND SOCIAL INTEGRATION OF LATIN AMERICAN PEOPLES.

Conclusions:

In Santiago de Chile, 7, 8 and 9 November 2007, there has been the First Forum on Migration and Civil Rights, organized by the Chilean Federation of Residents in the Republic of Argentina - FedACH , sponsored by the University Academy Christian Humanism - UAHC, and with the participation of community representatives from Argentina, Bolivia, Brazil, Chile, Paraguay, Peru and Uruguay.

In these three days of discussions, panels and interventions representative of the participants, has reached the following conclusions:

1. The privatization of our natural resources and their rapid capitalization, is destroying our environment and natural sources of employment for millions of Latin Americans who are entering the international migration flows. Men, women and children are uprooted involuntarily , because the wealth generated by capital are concentrated in few hands and the big business does not generate employment. This occurs with the consent of most governments in the region.

In turn, the removal of capital originating in the countries "developing", is contributing to an excessive concentration of wealth in the industrialized north. They also are keeping the most gifted human capital from the South. This is a permanent drainage, highly selective intelligence, skills, expertise, professional, artistic, sporting, scientific, etc.

Migrant workers not only contribute to the economic development of host countries, but also allow the "balance" of the workforce population in decline (in recipient countries) and of those who emigrate.

We recall that the document is filed by the subregional integration schemes (ANDEAN COMMUNITY, COMMON MARKET, SOUTH SACN), a proposal that tries to replicate the experience of the European Union as a concrete mechanism for regional integration.

d. - is open for dialogue with migrants organized and unorganized, in a process of dialogue directly and permanently collecting proposals, analysis and perspectives from actors and migration. In this sense demand:

We are entitled, inspired by the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights and the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families (resolution 45 / 158 of the General Assembly United Nations) that all our countries have signed, with members of the Iberoamerican Summit.

The Federation Chilean Residents Associations Argentina Republic FedACH - sponsored by the University Academy of Christian Humanism, organized Forum on Migration and Civil Rights " oriented analysis from an academic perspective, pluralistic situation civil, political, economic and social rights of Latin American migrants living abroad, mainly in the countries of MERCOSUR.

This Forum will be attended by delegates and representatives from Latin American immigrant communities living in different countries, give their view from the perspective of civil society. Its purpose is to show that the different regulations that apply in each country, generate a situation of dual inequality and discrimination in the rights to integrate according to country of residence.

In Argentina, foreign residents can vote and be candidates in municipal elections across the country. However, only in the province of Buenos Aires, vote for the election of legislators and provincial authorities. The foreign population in Argentina more than two million residents, mostly from Paraguay, Chile, Peru, Bolivia, Uruguay and other Latin American countries.

In some Latin American countries like Brazil and Venezuela, foreign residents have no voting rights. By contrast, in Chile, foreigners have voting rights guaranteed in the Constitution, with 5 years of residence. Chile, however, denied the right to vote of its citizens living abroad.

Many Latin American countries ensure that right to their nationals residing outside their borders: Argentina, Brazil, Colombia, Ecuador, Spain, Mexico, Nicaragua, Peru, Venezuela, among others. In MERCOSUR, Bolivia, Chile, Paraguay and Uruguay have not legislated on this civil right of its citizens living abroad.

While the situation of political rights is more visible, concealed discrimination and delay through the effective denial of other civil, political, economic and social.

There are countries MERCOSUR where migrant residents can not exercise the right to organize or join unions, or political parties, nor be elected as leaders of the same. Economic and social rights, given to natives of several of these countries are being excluded from the foreign resident or are impossible to meet requirements imposed. In labor matters are required to adopt the nationality of the country of residence to enter public administration, health services, justice and security, among others, and the teaching practice.

All this is very contradictory to international law as Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights, which all these countries have signed and that either belong to different associations and Latin American blocs.

The objective of this Forum aims to relieve the main problems of migrants residing in the countries of Latin America, to make them aware of the Heads of States from those countries, the subject matter MIGRATION CITIZENS RIGHTS AND incorporate it into the agenda of the next Summit.
