Conclusions:
In Santiago de Chile, 7, 8 and 9 November 2007, there has been the First Forum on Migration and Civil Rights, organized by the Chilean Federation of Residents in the Republic of Argentina - FedACH , sponsored by the University Academy Christian Humanism - UAHC, and with the participation of community representatives from Argentina, Bolivia, Brazil, Chile, Paraguay, Peru and Uruguay.
In these three days of discussions, panels and interventions representative of the participants, has reached the following conclusions:
1. The privatization of our natural resources and their rapid capitalization, is destroying our environment and natural sources of employment for millions of Latin Americans who are entering the international migration flows. Men, women and children are uprooted involuntarily , because the wealth generated by capital are concentrated in few hands and the big business does not generate employment. This occurs with the consent of most governments in the region.
In turn, the removal of capital originating in the countries "developing", is contributing to an excessive concentration of wealth in the industrialized north. They also are keeping the most gifted human capital from the South. This is a permanent drainage, highly selective intelligence, skills, expertise, professional, artistic, sporting, scientific, etc.
Migrant workers not only contribute to the economic development of host countries, but also allow the "balance" of the workforce population in decline (in recipient countries) and of those who emigrate.
migrants serve the dual role of contributing to their work in the host country and remit their earnings to their squalid home countries, which are alleviating the extreme poverty of families and communities.
2. However, these same migrants usually lack of economic, social, cultural, political, and can spend most of their productive lives, as non-citizens due to cultural barriers, racism and xenophobia that has intensified in recent years in different countries. While the host states do not display sufficient efforts to reverse this situation, recognizing citizenship rights to foreign residents.
if subjected to constant abuse by public officials, border, police, employers, etc., And the migrants often lack the support of their own consulate, where they are re-victimized by the officials themselves, must overcome a series of bureaucratic and burdensome that ultimately do not resolve the situation, ending in total insecurity.
3. This reveals that despite the unanimous recognition that migration is an urgent issue manage, both by states of origin, transit and destination, so far governments have not shown signs of political will to do so, limited to the simple task of "managing" migration.
4. aware of this situation, Latin American communities residing abroad, participants of the meeting, convened by the Federation of Chilean residents in Argentina (FedACH) and sponsored by the University Academy of Christian Humanism (UAHC), allowed the presidents to remind participants XVII Ibero which States are members of the Summit still governed by decree law of military dictatorships, not responding or complying to international treaties and agreements to which they have ratified. We refer to the need to implement resolution 60/147 adopted by the General Assembly United Nations : "Principles and Guidelines on the right of victims of gross violations of international human rights and serious violations of international humanitarian law to a Remedy and Reparation .
Some of the most important demands that have been making the various communities in Latin America are:
a. - One of the basic problems currently faced by the migrant abroad is lack of a common identity document , which allows free movement and the exercise of citizenship, at least in the regional territory. We recall that the document is filed by the subregional integration schemes (ANDEAN COMMUNITY, COMMON MARKET, SOUTH SACN), a proposal that tries to replicate the experience of the European Union as a concrete mechanism for regional integration.
b. - are formulated so urgent comprehensive immigration policy (cross) to include all aspects involved in the migration process (Inclusive workplace policies, family reunification, approval studies pension issues, the full exercise of citizenship, children, gender, right of return, etc.), Decoupling the issue of migration of the national security agenda, in force in many states.
ensure a policy of protecting people and migrant families in conditions of special vulnerability. Ensure humane treatment of asylum seekers and asylum.
c. - We recognize the Republic of Argentina as the country with one of the laws most advanced in the region on issues of migration and citizenship rights of migrants therefore propose that it is shared and approved by the countries of the Latin American Community. In this regard, we note the Migration Act No. 25,871, of January 20, 2004, and the creation of Province Program 25 for Argentines living abroad, Resolution No. 452 of Ministry of Interior , 12 March 2007;.
d. - is open for dialogue with migrants organized and unorganized, in a process of dialogue directly and permanently collecting proposals, analysis and perspectives from actors and migration. In this sense demand:
* The full exercise of voting rights residents abroad.
* Creating Tips of Consular Consultation citizens
living abroad do not exist.
* To ensure participation mechanisms such democratic
instances, providing control systems and citizen control.
* Training of staff (border, consulates, police and others).
e. - is generating early education policies that allow to insert the concept, practice and values \u200b\u200b related to integration, inclusion and nondiscrimination .
5. Finally, it should be noted that the Permanent Forum on Migration and Civil Rights, presents all of these demands and proposals with the purpose of being incorporated into the Latin American agenda in the various sub-scales, national and supranational states. We are entitled, inspired by the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights and the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families (resolution 45 / 158 of the General Assembly United Nations) that all our countries have signed, with members of the Iberoamerican Summit.
