Ladies and Gentlemen:

This meeting and honored at the Plaza of Citizenship should be intended to commemorate an important event in our history as a republic.

In our recent history half a century, this square, the streets that surround it, people knew momentous events. One was the strike by the student ticket and against rising prices, convened by the Central Union of Workers and the date and that led to the so-called SLAUGHTER OF APRIL 2, 1957, the repression carried out by government forces police and army.

Many actions and social movements succeeded since then in a democracy. Strikes and lockouts by economic and social improvements called by the CUT, which led the union Clotaire BLEST against the restrictive policies of the governments of Carlos Ibáñez and Jorge Alessandri.

this square also witnessed - with the style rules - the regular transfer of presidential control.

is for the government of Eduardo Frei as around the Civic District, there were occupations of traditional campuses that thrived in the university reforms imperative.

And at the end of that government, in October 1969 when the barracks of a regiment of Santiago, which was performed with an attempted coup, EL Tacnazo caused the immediate reaction of organized labor in the Central Union of Workers and students led by date, who surrounded the adjacent streets Palacio de La Moneda, including garbage trucks, to prevent any military assault.

But in September 1970 when the income of this man whom we honor today - SALVADOR ALLENDE - La Moneda as President, which is also considered as income to the Government of the People.

Since then, the people / citizens of Santiago, has repeatedly resorted to this place. On occasion with joy to celebrate, as the Copper Nationalization. In others, to remember and commemorate, as the First of May. And also to defend vigorously, the democratic system against attempts to destabilize the fascist coup and emerging sectors, such as October of '72 and against tanquetazo of June 29, 1973.

few months later, this square was occupied by uniformed coup that overthrew not only a president but, primarily, republican institutions. So have transcended

honorable and glorious events ... and other shameful and degrading.

Our visit and presence here in Santiago Chile, compatriots who come from afar, not only in Buenos Aires, Mar del Plata, Neuquén, Centennial, Cipolletti, Bariloche, Rio Black, Pico Truncado, Salta in Argentina, but also of Chileans who live or lived in Belgium, Brazil, Canada, Cuba, Spain, France, Sweden, Switzerland, and even in Norway, due to the unprecedented right to sue our political authorities: the exercise of our rights.

And this visit to the Plaza should be honorable, for the reason given again becomes a shameful act

Because it is shameful that more than 17 years of the restoration of democratic system a sector of Chileans, more than 900,000 citizens - a population equivalent to the IX Region Araucania "- did not participate in the process of selecting the components of the legislature (Senate and Deputies) and the Presidency of the Republic.

This action discriminatory and exclusionary from the Chilean government, to dispense with a population of 900,000 compatriots who did not require work, education, housing and health, and instead, give you the international spread to the country in their places of residence that contributes to income: tourism, foreign trade, bilateral agreements, scientific, technological, artistic and cultural. Whose budget estimate, no economist considered variable or growth factor in the economic system.

Indeed, the migration factor is not considered in the national economic analysis. If there is a monumental work of civil-military dictatorship that ruled the nation for 17 years, was the progressive growth of Chilean migration, which in late '73, did not exceed the 100,000 compatriots in the world, most of the residents Chilean Patagonia, Argentina.

In late '74, with the exiles, political prisoners and tortured and then, with migrants as a result of the economic model that implemented - with a severance pay that exceeded 27% - emigration and exile reached one million compatriots who had to leave the country.

With the restoration of democracy and the conquest of which this migration has contributed to its achievement from different parts of the world where he resided, concluded the conviction of the oppressive regime that tyrannized the country and the international solidarity of the world's democracies.

However, this population was oblivious of their existence and gradually sidelined to the extent that according to the Register of Chileans Abroad, held by the Foreign Ministry and the National Institute of Statistics, between 2003 and 2004, found the presence of 877,000 Chileans living in the rest of the world and 15,117,000 are excluded from the 2002 National Census.

If those stocks are added together, the total Chilean population would amount to 15,974,000, nearly 16 million Chileans. There is then 5.4% of Chilean population in the world who are discriminated against for their existence.

And so, they are not considered our rights as citizens to be part of Chilean institutions, to elect our representatives and our government. Since the Constitutional Study Group (G-24) in August 1986 drafted a "Citizenship, Registration and Electoral System" in which stated in article 36, Chileans living abroad can vote in elections for President and senators and deputies.

are 34 years of national history that outside the Chilean population has banned it: 17 years of civil-military dictatorship and 17 years of democratic governments.

There are thousands of compatriots who have died abroad and whose entire life could not exercise their right of citizens to elect and be elected. This is the case of our leader and founder of FedACH, CASANOVA DIMITROF Spina, who died a few days ago in Argentina. Dimitrof emigrated in the 50s and was characterized the struggle for social, civil and political rights of foreigners in Argentina, managing the expansion of foreigners to vote in the province of Buenos Aires. Today we remember him in this square because it is with us.

However, in this period of democratic and legislative process of bills on the vote of Chileans abroad, it is speculated by the political orientation of this sector of Chileans, there being a necrophiliac behavior with calculator in hand awaits Over time and with it the disappearance of exiles and political prisoners allegedly balance the correlation of forces. There

both in Parliament and in the Government, the misunderstanding that they will "give" the right to vote of Chileans abroad. In this regard, I am reading the speech of President of the Association for the right to vote and civil rights in Chile, France, JUAN ANTONIO GARRIDO, an organization that adheres to these days, and who last September said at the Maison de l'Amerique Latine in Paris:

"At the Seminar held in Santiago in November 2002, Professor ARTURO Fermandois constitutional began his presentation by explaining that the Constitution of the Republic of Chile, gives the right to vote in all Chileans they retain their nationality, and that the bill pending in Congress, does not seek to grant it, but to remove obstacles to exercise.

words, is a legislative anomaly that the legislature must regulate to enforce fully the dictates of the Constitution. No principle of giving, but it must be regularized voting rights of Chilean citizens residing abroad.

The human being is one and their fundamental rights are an indivisible unit. To deprive a human being a part of their basic rights is tantamount to denying them all. "

Our presence in this square and this monument as a tribute to republican institutions, we do against Salvador Allende, who as a Senator, on September 7, 1969, sponsored and presented a project for participation in the elections were Chileans living abroad.

Later, in the Popular Unity government in 1971, and in the midst of a heated discussion about the content of the Constitutional Reform Bill to the bicameral structure of Parliament, President Allende introduced a provision for extending the right of suffrage to nationals who could not exercise their right to vote, for reasons of their stay or residence in a foreign country.

The reasons that forced President Allende to send such a bill to Congress kept strictly correspondence with his idea of \u200b\u200bbroadening the basis of the Chilean State and to involve the generation of the authorities to all citizens, regardless of their domicile or residence in a foreign country. We

Republicans claim these concepts and will meet during this week at a conference at the University Academy of Christian Humanism, to analyze from an academic perspective, pluralistic, the social, anthropological, legal and policy that support the democratic ideals rights and civic participation of Chileans residing abroad.

as involved in the issue, we have a strong national debate about the nature and magnitude of the problem and publicize the interest that exists on the part of Chileans live abroad, to participate actively in the creation of national authorities, thereby to bond more closely with the Chilean National .

In this effort, we hope to be received and heard by legislators and politicians from all sectors who have called and also by the President of the Republic, Dr. Michelle Bachelet (or any representative of his government), who in March past, in his first State Visit to the nation to make Argentina welcomed "the heartfelt and legitimate aspiration of actively participating in national affairs and the development of the country through the vote and consider it crucial that we continue working to adapt the electoral legislation, so that and compatriots living beyond our borders can exercise the right to vote, both elect their representatives to participate in the plebiscite. "

Well, we're here, to continue working. And in front of the monument to Salvador Allende, in the Plaza of the Constitution and the Government Palace, we reiterate our demand and our commitment to fight for citizenship rights and participation of Chileans residing abroad, without exclusion or discrimination. THANK
