CONCLUSIONS OF THE CONFERENCE
CONFERENCE ON THE VOTING RIGHTS OF CHILEAN FOREIGN
The Chilean Federation of Residents of Argentina - FedACH, mandated by the Third Congress held in Neuquen, in September 2005 and sponsored by the University Academy of Christian Humanism - UAHC and the Commission on Human Rights, Nationality and Citizenship of the Chamber of Deputies of the Republic of Chile and with the cooperation and support of the Centre for Training and Development - CEC, the Inter-American Observatory on the Rights of Migrants - OCIM, has been able to successful end to the "Conference on the Right to Vote of Chileans abroad," declared legislative interest in the Chamber of Deputies Buenos Aires Province and held in Santiago, Chile, on Monday 15 and Friday 19 January 2007.
Days analyzed from a perspective academic and pluralistic, the social, anthropological, legal and political ideology underpinning the democratic rights and civic participation of Chileans residing abroad.
The content of the visits is a matter that concerns not only those directly affected, but the entire national community.

After intense debate, the participants at the meeting we agreed to consider, in the nature of conclusions, the items listed below:
The right to vote is not only a guarantee in the Constitution and therefore, necessary and unavoidable consequence of the principles of citizenship and equality before the law, but also one of the fundamental human rights is enshrined as such in the Charter of the United Nations.
Accordingly, any person who is in possession of the Chilean population, regardless of where you are fully entitled to choose whom or who will represent it, to and within the political structure of the nation.

Notwithstanding this measure, we will initiate the relevant procedures, in order to bring this anomaly to the attention of international organizations - Inter-American Court of Justice, European Court, European Parliament, Court of Rome, the Hague Court and other bodies established by the United Nations Charter - to get with it the condemnation of the State, in the course of 18 years, has systematically flouted our citizens' rights. Institutional Sixteenth Region (XVI) of Chileans Abroad, within the legal framework of the regions of Chile, with a population of nine hundred thousand (900,000) nationals living in the rest of the world, a population equivalent to the Ninth Region - La Araucania -.
