assumes new Board of Directors and Audit Commission FedACH

last May Day in the City of La Plata, met FedACH Board, in order to meet standards Legal Persons, completed the term of office for the period 2006 to 2007. Delegates from member associations with legal personality and regular cash flow situation, approved the report and the balance for the year ended December 31, 2007.

The meeting held at the headquarters of the Federation of Institutions, Culture and Sports of La Plata, discussed several topics of interest to the Chilean community living in Argentina and promised to call the 4 th Congress FedACH, once obtained the resources to enable the participation of all delegates of the country, as happened in the 1st. Centenary Congress in November 1998, the 2nd Congress of Bahia Blanca, in December 2000 and 3rd. Neuquén Congress in September 2005.

Proposed topics to be analyzed in the 4th Congressional FedACH are as follows:

- The period of the new Board of Directors from 2008 to 2009, including the October municipal elections and the next presidential and parliamentary elections in December 2009. These events, related to the vote of Chileans abroad, the proposals of the presidential candidates and political parties should be considered in making a definite position as a federation, taking the estimated number of 50,000 electors residing in Argentina who vote in Chile and the possibility of a narrow 2 nd. Presidential Tour in January 2010.

- Accession to the formation of a National Constituent Assembly by a new democratic constitution of Chile, which includes and represents all Chileans, regardless of place of birth and the territory they reside, to ensure inclusion and full rights of indigenous peoples and Chileans living abroad.

- Community Relationship Chilean living abroad with the Chilean State. The failure of the draft legal creation of a Regional Office (Region Fourteen at the time) and voting rights of Chileans abroad, gave way to confusion and mistrust of government, who has tried to reverse DICOEX way, trying to install a principle of association and unity between the Chilean residents on the basis of proposals and activities instigated and diffuse (leadership training, INFOBUS, publications, television shows), they do not consider our actual claims and less, the social, cultural and law of the country that shelters us.

- participation and completion of the 2 nd Forum on Migration and civil rights, together with organizations from Bolivia, Paraguay, Peru, Uruguay and other Latin Americans living in Argentina, as a body for coordination and joint struggle full citizenship rights of migrants in this country and in our countries of origin.

FedACH Ordinary Assembly noted with satisfaction the efforts made by the outgoing Board, in the period then ended, as

- Complaint International submitted to the Rapporteur on Human Rights of Migrants (Geneva, Switzerland) against the Chilean government, for effective discrimination of civil and political right to vote to Chileans living abroad, accompanied by the signatures of Rector of the University Academy of Christian Humanism (UAHC), the Director of the Inter-American Observatory on the Rights of Migrants (OCIM) and the Director of Training and Development Centre (CEC).

- The petition to the Minister of Labour and Social Security of Chile, with the Bishops of Neuquén and Bariloche Pastoral Migration of Neuquén and other Chileans in Argentina, to include in the bill solidarity pension, destitute of Chileans living in Argentina, who have no social security coverage and none of the two countries. The government's response, through legislation, was to impose a requirement: the residence of the last 20 years in Chile to gain access to the basic solidarity old-age pension, which explicitly marginalizes such right to these compatriots. Issue will also discuss the next 4 FedACH Congress.

- The realization of the "Forum on Citizens' Rights and Migration Social Summit for Friendship and Integration of Latin American peoples with the participation of communities in Argentina, Bolivia, Brazil, Chile, Paraguay and Uruguay November 2007 in Santiago de Chile, sponsored by the University Academy of Christian Humanism (UAHC) and the accession of the Social Aid Foundation of Christian Churches (FASIC).

Also, the presence of outgoing Board to maintain existing claims of Chileans abroad, in particular, citizenship rights, for which held talks with all the necessary institutional Chilean political spectrum, illustrating how the electoral process be developed abroad, consistent with the reforms that are planned in Chile (automatic enrollment, voluntary voting, reform the binomial system, etc.). Among others, he met with: Ricardo Lagos Weber (PPD), Tomás Jocelyn-Holt (DC), Leonel Cádiz (PS), Jaime Gazmuri (PS), María Antonieta Saa (PPD), Alejandro Navarro (PS), Sergio Bitar ( PPD), Jorge Insunza (PC), Luis Barria (PC), Cristian Rossel (PPD), Fernando Meza (PRSD), Steve Valenzuela (Chile1 º) Francisco Chahuán (RN), Karla Rubilar (RN), Tucapel Jimenez (Ind.), Soledad Alvear (DC), Hernán Larraín (UDI), Luis Maira (PS), Tomás Hirsch (PH), Juan Carlos Concha (PC) Enrique Acorsi (PPD), Carlos Larrain (RN), Eduardo Frei Ruiz-Tagle (DC), Roberto Garretón (Constituent Assembly), Jaime Gajardo (CUT).

All this, claiming and renewing the leading role that it is up to the Associations and FedACH, as a historical subject of the Chilean community organized in Argentina.
