HIS EXCELLENCY DR. Michelle Bachelet JERIA
PRESIDENT OF THE REPUBLIC OF CHILE
PRESENT:
In our further consideration:
regret that SE was unable to join the "First Conference for the Right to Vote Chileans Abroad" that were made Santiago de Chile, during the week of 15 to 19 January of the current, sponsored by the University Academy of Christian Humanism and the Committee on Human Rights, Nationality and Citizenship of the Honorable Chamber of Deputies.
These Days were declared legislative interest in the Chamber of Deputies of the Province of Buenos Aires. Under the support given by the Argentine government in the conduct of the conference, on Thursday, January 18, 2007, we were greeted at the embassy in Santiago, by His Excellency the Ambassador of Argentina in Chile, Dn. Carlos Enrique Abihaggle.
In our duty to inform you that the conference proved a success in the academic, social and political, beyond our initial expectations. The issues addressed by the panelists, quality and excellence of their contributions, fill us with pride and encourage us to continue in our work. Similarly, the conference had the support not only of residents in Argentina, but also from Belgium, Brazil, Canada, Cuba, France, Spain, USA, Holland, England, Norway, Sweden, Switzerland, among other countries, and social organizations and political parties in Chile stated in the attached document.
However, we regret not only absent from this conference, but also that of other government representatives who were duly invited to participate.
So tell us the situation afflicting event that occurred during the month of December, days before deliver his invitation the Office of the Presidency.
Indeed, on Thursday, December 14, while we were in Santiago, in organizing the Conference, were summoned by the secretary to the Director General of Consular and Immigration Affairs, Ambassador Fabio Vio, so that we meet with the Assistant Directorate for Chilean Community Abroad DICOEX, Juan Pino.
At that meeting, attended FedACH leaders, Jorge Muñoz and who subscribes to this letter, apart from Mr. Alejandro Reyes, one of the organizers of the conference.
Mr. Pino said we had the official response from the Government concerning the invitation to participate in the conference mentioned. Previously we asked two questions: If we had permission from the Ambassador of Chile in Argentina, Luis Maira, and we consulted on a letter he had addressed to the Committee on Constitution, Legislation and Justice of the Chamber of Deputies.
respect, responded that it was not necessary authorization from the Ambassador to organize a conference on the topic of Voting in Chile, when performed by a social organization and a private university. On the other hand, repeatedly ambassadors we have clarified that they are representatives of the Chilean State to the Argentine and issues relating to residents correspond to the Consulate.
Regarding the letter to the Chamber of Deputies, Deputies and they are many different political blocs that our Federation issues related to the issue of civil rights of Chileans abroad, including the Members of this Commission.
Mr. Pino said we gave the official response from the Government which was "not to participate in the Conference to which were invited, as they did not enroll in the strategy that the Chilean government has drawn on reform binomial system and voting bill of Chileans abroad. Moreover, this activity is hindered. " Therefore, indicating the tentative program of the conference he had in his possession, would not participate Ambassador Fabio Vio, DICOEX Director, Ms. Anita Aguirre and the Chief of the Division of Social Organizations-DOS, the Ministry General Secretariat Government, Francisco Estévez. All proposed for the panel "The Government and the Chilean Community Abroad," scheduled for Tuesday January 16th of this month, along with academics Manuel Guerrero, Jorge Vergara, Mario Salazar.
Unfortunately that statement was met days ago, and we suffered in the conference, the absence of representatives of the Chilean government that prevented its contribution and knowledge the conclusions which we shall note:
1 .- The right to vote is a fundamental human right enshrined in the UN Charter as well as being a constitutional safeguard in our legal system, with the Chilean government duty implement the exercise, because otherwise it means did not exist in civic life. 2 .- All
Chilean who is in possession of citizenship, regardless of the place where you are, have the right to elect those who govern and represent, with full right of choice, not limited only to the election President of the Republic. 3 .-
Nuestra Federación al poner en su conocimiento estas anomalías administrativas y de gestión de algunos funcionarios de la Cancillería, manifiesta su permanente disposición al diálogo y realización de hechos particular, how are you Days for Voting Rights of Chileans abroad, inspired by the call of His Excellency, reiterated in his State Visit to Argentina did to the Nation on 21 March, where he welcomed "the felt and legitimate aspiration of active participation in national affairs and the development of the country through the vote "and considered it" essential that we continue working to adapt the electoral legislation, so that and compatriots living outside our borders to exercise the right to vote, whether to elect their representatives to participate in the plebiscite.
