1 .- Rights Civil and Political Rights: Citizenship and Participation
a) Region XIV .- The Government is submitting to Congress, draft creation of two new regions in the country: Arica and Valdivia. All indications, then, that the numerical designation "or Fourteen Fourteenth Region" to refer to Chilean population living abroad, will be in force once created those or other regions. On the other hand, the Census of Chileans abroad, gave the figure of more than 857,000 Chileans living abroad. Consistent with the Chairman's draft of the H. House of Representatives, Gabriel Ascencio, to increase the number of Senators and Members of Parliament, proposing the establishment of a new constituency, with the population of Chile Foreign your choice on your behalf to 2 senators and 4 members of Congress.
As a reference to this proposal can be considered the experiences of Mexicans to vote abroad in Spain, France, Italy, Argentina, Colombia, Peru and bills: Uruguayans living abroad and the deputy Isabel Allende.

d) Residents Associations .- Recognition of the Chilean State organizations living abroad in Chile and approval of its legal personality. Incorporation in the draft law on associations and citizen participation in governance.
e) Nationality .- Addressing the shortcomings of the constitutional reform. Retrieving the nationality of those who have lost. No loss of citizenship of those who for reasons of residence, employment or other, they must become citizens in their countries of residence.
f) Suffrage .- Automatic enrollment, voluntary voting. Change the binomial system, by a proportional basis. / Vote in Chile from abroad for presidential and parliamentary elections (see point a): Region XIV).
g) Integration .- Participation and assistance in regional integration projects, such as border crossing clearance, channels bioceanic, South Trans-Andean Railway. Participation of regional representatives of the residents of the Border Committees.
h) MERCOSUR .- Creation of a forum of organizations Chilean residents of MERCOSUR, to coordinate and disseminate advances in the social, political, legal, cultural, etc., That follow the processes of integration of countries members, and relevant to the Chilean migration.
2 .- Social and Cultural Rights
a) Bilateral .- Review and enforcement of the bilateral (Chile - Argentina) health, work and welfare.
b) Senior Pension .- Project (bilateral) Chilean workers pension residents, seniors, non-contributory pension or insufficient.
c) social assistance plan .- For Chilean / as unemployed, widow / o, female heads of household, the sick or extreme poverty. Aid application assistance in their towns or regions of origin, prior social report prepared by the Chilean Consulate in your jurisdiction.
d) Exempt and political prisoners .- Extension of procedures and laws exempt repair and tortured political prisoners, to Chileans living abroad, who by distance or other reasons could not apply in the consulate of your jurisdiction.
e) Programs to return to the country .- Information, advice, projects and proposals from the different regions of Chile, in terms of work and housing for families who plan their return.
f) Recognition of licenses for professions, trades and / or similar activities of Chileans abroad.
g) program and plans cultural activities (beyond folklore, tradition and poets Nobel) of Residents' Associations, in coordination with the Cultural Attaché of the Embassy, \u200b\u200band / or consulates. Planning and coordination with DIRAC and the National Council for Culture and the Arts.
