In summary, the Chileans living abroad issued 26,912 preference for presidential candidates in Chile, distributed as follows: Michelle Bachelet 54.3% 23.6% Thomas Hirsch, Sebastian Pinera and Joaquin Lavin 14% 8.1%.

1 .- The result of this opinion poll evidence certain trends or political orientations of Chileans living in abroad, with a clear majority of center, 54.3% (Bachelet). 23.6% of the left (Hirsch) and right (Pinera and Lavin), with 22.1%. This contrasts with the presidential election in Chile, where the center received 45.95% (Bachelet), left 5.4% (Hirsch) and the right 48.6% (Pinera and Lavin).
2 .- These trends or political orientations of Chileans living abroad - projected unfavorable government policies and the opposition - are the argument for the political class postponed the debate and does not legislate for Chileans may profess their citizens' rights abroad, severing the sovereign exercise of electing their representatives and excluding them from the destiny of the country they were born. 3 .-

4 .- Out of country living Chilean 875,781 (Census, INE 2005) which added to the country's 15,116,435 (Census, INE 2002), amounted to 15,974,216 people (100%) and represent 5.4% of Chile's population overall. The exterior of the Chilean population was virtually dubbed as "Region XIV" by the government of Lagos, but since it handles the creation of two new regions in the country (Arica and Valdivia) that numerical designation will lose force. However, this particular region of Chileans abroad, closely related population to the IX Region of La Araucanía, with 869,535 inhabitants.
5 .- In presenting these days, the draft law to reform the electoral system, there are certain records that attract our attention.
First, that is not included in that electoral system reform, the urgency of voting project treatment of Chileans living abroad.
Second, throughout the presidential term, has not resorted to the referendum as a mechanism for consulting the public, for all outstanding constitutional reforms (Articles 117 and 119 of the Constitution).
Third, the bill recently introduced, not to be treated the reform of the entire electoral system, namely: automatic enrollment in the records electoral voluntary voting, vote of Chileans abroad, the reform of the binomial system, increasing the number of deputies and senators, parliamentary representation of indigenous peoples, creation of a constituency in the region of Chileans abroad to choose their own representatives Congress.
6 .- In the runoff election between presidential candidates: Michelle Bachelet and Sebastián Piñera, the Commission for the Defense of Citizens' Rights, will remain intransigent with (the) President (a) Elect (a) in conducting of the proposals presented to us as both candidates policies for Chileans living abroad. In this regard, we invite public demonstrations in Chile, after the (the) next (a) President (a) has assumed the visit of a delegation representative from every country of residence, in defense of achieving fair of our rights outlaws.
7 .- Finally, we salute all those compatriots who have been mobilized and participated in this noble quest civic symbolic vote outside, keeping the spirit upright citizen who does great countries and peoples. In all, we wish you a Merry Christmas with your family and friends in their countries of residence, and a Happy Year 2006, we recover our legitimate rights.
